Artificial Intelligence Assistants Deliver ‘Unreliable and Biased’ Voting Advice, States Dutch Watchdog

AI chatbots have been shown to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has reported, raising alarms about a potential threat to democracy just eight days before the country’s general election.

Testing Reveals Consistent Bias in Chatbot Recommendations

The four chatbots tested by the AP “often end up with the same two parties”, irrespective of the user’s question or command, the regulator noted in a report released ahead of the late October vote.

For over 50% of instances, the AI recommended either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the moderate CDA, “are almost never mentioned”, despite the fact that the voter’s query exactly matches the stances of these parties, the report pointed out.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The vice-chair of the data protection agency, Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that did not necessarily align with their ideological beliefs, she emphasized.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against using AI chatbots for election recommendations, as their operation is unclear and hard to confirm.”

Election Context and Party Dynamics

Netherlands citizens vote on October 29 in an election that will be closely watched across the continent for the performance of the Freedom party.

The far-right party of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties seems to be closing, with many voters yet to make up their minds.

Every significant political faction have ruled out an alliance with the PVV, meaning the party that comes second is highly probable to supply the future head of government.

Inadvertent Prejudice Attributed to AI Operation

The AP stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
